Tank Jungler

Where is the buff for Tank-Junglers? They just move the passive form Solar Cape to the jungler Item, but also they remove the tenacity and the 10% CDR. And now, on Rammus for example, I can't even buy Solar Cape because has a Unique Passive. And also all tank junglers can't buy Solar Cape now :(
