Should Soraka get Buff?

Okay, before you hurry up and say no, and write an in-depth paragraph why Soraka doesn't need a buff, but please hear me out.

We all know she has a safe laning phase, with nice disengages, can stay in lane, with her only problem of being OOM. Which can be easily solved getting a little more mana pots, but overall her laning is terrific. The problem I have with Soraka is out of laning phase. After getting item 2049 ,item 3069 then boots, it is questionable what to buy on her, she has limited choices for a support. First off you can't buy tons of health with her W taking 10% of her health, thus making the health I little bit useless when healing champions. Their isn't a ton of MR and armor items you can buy that will do well on her, because most armor items are for more being on a person, while for MR their may not always be an AP person on their team. Lastly, AP is the only best choice, although it won't make you as tanky for some sneaky assassins on you. After laning phase, its really hard to do, well anything. Of course you can heal people make them stay longer, but then you get low on health from healing. I know her Q can heal her but it seems more "gradual" as you need to find someone to heal off of. As it is mid game everyone leaving lane, it is hard to do much stuff, like after healing everyone. You need to hurry up and find an enemy champion to Q which only gives you about 100 health mid game. As I said her heal is more gradual and you can't heal up instantly, then you have to start heading back to base losing tons of XP. Closer to late game, it gets really hard to do anything really, as you are squishy with tons of AP. As I said for the third time her heals are gradual, when it is late game when a champion is on you, you can't do much except Q for 200 health then E away, where you can still die easily. Of course that will happen when you get caught, but it is easy getting caught as a support where you have to ward granting vision for the team, finding out where the enemies are. Although her teamfights are fine, where she can ult everyone, peel for carries with E and heal them. I know I have no right talking about balances considering I am Silver 1 but please, if you disagree please don't instantly dislike, please tell me why she is so strong/ or when she is strong at, or am I doing something wrong. Thank you for reading.

So, as a fairly decent Soraka player, I find that soraka is pretty solid right now.

My suggested Items on her in no particular order: item 3023 Gives her some extra utility, MS and some AP and 10% CDR that's easy to fit into a support's build. Is also fairly cheap at around 2400 gold. item 3222 More CDR, lots of Mana regen, and some MR. The active is also really strong on her. item 3060 Aura MR, Ability to help push lanes effectively, not too much HP to waste, and AP and CDR. Overall a pretty solid item. (also, stacks with Locket of the Iron Solari) item 3157 The NLR is kinda a pain to save up to right now, but the seeker's armguard is a nice cheap choice that gives AP and armor item 3041 If you're doing well at staying alive, you can stack this up stupidly fast and end up with a metric ton of AP. item 3504 CDR, Mana Regen, and a passive that is permanent on your heal target. Honestly a decent item, but I wish it had more AP TBH.

I would love if her E could be used on monsters or her Q healed her if it hit monsters (but not minions, that would be too stronk). Could make her a semi-viable support jungler.

Just a little add on, Soraka can EASILY get countered byitem 3165

squishy, no mobility, no hard CC, bad dmg output, easily countered with 1 item, I think she fine.

She has some mobility, her passive, but its only useful when trying to run to heal a champion, not to meantion they have to be about 10% health.

Didn't vote.

She needs a second rework.

Preferably not one that increases her toxicity by 1000% this time.
