Tahm Kench, the ultimate anti-champion

How is it possible for a champion to have so much utility, damage, and defense?

I mean literally, a tahm kench full tank jungle or top can go 0/3 in lane and still deal as much damage as his counterpart.

This completely makes no sense at all. Tahm has a long range q slow, a 2 set passive that can proc into either a stun or

W to eat a target, deal damage based on max hp, an ult that doubles as 2 health bars, and can move across the map similar to twisted fates.

ALL WHILE BUILDING TANK ITEMS.

This is not balance, this is the ultimate monster.
