Ways to encourage players using strategic items (and meanwhile not making them OP)

item 3060 and item 3056 and item 3800 , the first one is for mage, while the 2nd and 3rd one is more suitable for tank.

I mean, why don't we introduce more of them? So each of them have one version for AD/AP/Fighter/Tank/Support? Because if each of them only suitable for one specific type of champion, it is not strategic anymore. Strategic item should be situational, so sometime a bot lane may build it, while in other case top or mid may build it.

To avoid abuse of strategic items, just simply introduce a global CD for their active (i.e. whenever one of the teammate cast the active, all the rest suffer CD for that unique active) - This idea can also work on smite, so we can get rid of the boring 5 smite team.

We currently have item category as **START/Tools/Defence/Attack/Magic/Movement, I hope we can have another category called "utility", for which more strategic items can be introduce in this category, such as "Anti Split Push" (So that a squishy immobile mage can finally 1v1 Tyrn or Riven if they are under their own turret), "Anti Dash" (Items with active that will "cripple" the enemy, the "crippled" enemy can do everything as normal except their dash spell (or they will be stunned for X seconds if they dash 2 times when they are crippled), "Anti poke" (Item with Aura for radius 2000, if enemy projectiles do not cast within the Aura, the dmg reduce by 50% and the source suffer -50% movement speed for X second), "Pet strengthen" (unique active: your pets will immune to magical damage for X second), "Anti AOE Stun" (for every ally stunned around you, you gain X additional tenacity, and your next base attack silent the target).
