Banner of Command Buff Idea

I personally think that Banner of Command is a very interesting item, that allows you to push a lot easier than usual. However, with its Aura Valor removed, it has not been used that much recently. There aren't many things I would change about it, but there's one thing for sure. Allow it to be cast on Super Minions, as Cannon Minions really can be killed easily by any ADC or AD Top Laner. If this might seem too OP, why not change it's active to give a % of your own Armor and Magic Resist to the Minion instead of flat Armor and MR. I'd like to know if anyone felt the same way, or had any good ideas.
