Simple Idea for Tank Items to Scale Better for Tanks and Not Bruisers
First of all, let me define, for the purposes of this discussion, what a tank item is. It's an item that provides only defensive stats and has a passive that helps with the mitigation of incoming damage. There aren't actually lot of these in game.

are actually better on bruisers (unless you have a healing enchanter on the team) or
are pure sustain items. Other items like
items have offensive passives to them without defensive ones. Items like
provide defensive stats and scale off defensive stats (hp), but have a utility passive.
is only disqualified due to having an aura and being unbalanceable with my idea.
That said, the idea is pretty simple. Like how mage items have item passives that scale off ap, the remaining tank items that don't already follow this rule should have their passives converted into a partial base/scaling portion. If
's passive, for example, was 12% reduction to critical strikes, but scaled with bonus armor so it could be stronger than it is now if you invested in more armor items would be great. Thornmail already acts like this, and stoneplate obviously already scales with hp, but the passive that increases your armor/mr based on being surrounded could increase with other armor/mr stats so you can use it to itemize against heavy ad or ap compositions. Similarly adaptive helm would work better on true tanks than bruisers if it had a scaling passive. It would also be nice to see more items in the game that are true tank items. When I started this, I thought I would come up with more than 4, but most of them had offensive components like
