Will new Runes affect offmeta picks?

Theres a lot of champions which have rather different ways of getting played for example one of them being AP . As someone who plays AP ezreal for quite a lot and has theorized one of the most efficient ways to playing him It would be really sad to see him not being playable anymore if the Hybrid Penetration/Precision Runes are getting removed. The freedom of choosing whatever rune you want opens up a lot of offmeta ways of playing a champion together with masteries and itemization. If one these gets cut down the entire off meta pick will be unplayable
