NEW RANK idea for leaver buster!!!!

My friend CG LetMeNPlzz talked to me about a great idea he had about ranked game play. He told me that his last ranked game a person on his team raged, thus quitting the game. He, and the rest of his team, lost the game and lost his position on the leader boards. His idea was this; If a player, in ranked game play, is to leave a match, before the ten minute mark of the match the game should automatically start a surrender vote. If the 3 out of the four players left choose to surrender, the game shall be labeled as "loss prevented" or "null". this prevents unfair loss of rank. For the leaver the player shall be banned for 24 hours. If done continuously the punishment shall increase.

PLEASE CONSIDER THIS IDEA RIOT, I'M SURE EVEN THE PROS WOULD AGREE THIS IS A GOOD IDEA. PLEASE LEAVE SUGGESTIONS AND COMMENTS FOR FURTHER IMPROVEMENT FOR THIS IDEA.
