For Ashe you have kind of the right idea attack speed and crit chance are what you want, however you also want to build damage items to make your crits do more damage as well as increasing your overall damage with that attack speed. I wouldn't recommend building Stinger or Catalyst on her.

I have two builds I used when I played Ashe: Both I started with Doran's Blade, and a health potion. At my first back I'd attempt to always get a BF Sword for both builds. This is where the builds differed and I'd recommend trying them out to see if you like one more in particular or fits your play style. I'll use arrows to show what I'd build in a general order.

First Build: BF Sword into Essence Reaver ---> Runaan's Hurricane ---> Berserker Greaves ---> Infinity Edge ---> Bloodthirster ---> Guardian Angel or and armor pen item like Lord Dominik's Regards. This build prioritizes cooldown reduction with Essence Reaver so that I could use Ashe's abilities more often and mianly her ultimate.

Second Build: BF Sword ---> Runaan's Hurricane ---> Berserker Greaves ---> Infinity Edge ---> Phantom Dancer ---> Bloodthirster ---> Guardian Angel or armor pen item like Lord Dominik's Regards. This build was more focused on Ashe's autos do the brunt of her damage than her spells.

I apologize but I can't really help with Kat as I don't play her. For summoner spells I'd recommend flash/heal, but do what you feel works for you.

Side note: Whenever I pick up a new champion I use the site champion.gg it has the most common builds and also has some of the most common masteries and other useful information.
