the chance any adc builds 3 of those is far and few between, but there is a valid point to it.
Make it unique passive, problem solved.
Because auto attacking forces you to pause and stop moving.

They got Huge Shields, attack speed from ardent cencer,life steal, cc from other teamates to help them(some adc got cc), making it hard enough to touch them as melee in a fight, unless u got massive burst dmg or u got olaf ult to ignore all of it.
So i think its only fair to make that so they cant stack more movement speed from those items( at least ).

They don't give up anything for their purchases. There is really no opportunity cost for them.
The movespeed bonus should be a Unique passive to Zeal.
