Context for Frostfang CDR removal?

I'm not seeing any context for the removal of 10% CDR as well as what the plan for FCQ is as last patch, the build path was changed to Blasting Wand + Frostfang instead of Fiendish Codex + Frostfang. The way it is now on PBE, STE line is even worse off than it was before it got 10% CDR. Is it time to shelve this support item line in favor of something else because it can be abused by niche midlaners?

That's a bug resulting from moving a lot of files around to get everything onto PBE for pre-season. We're not removing the CDR from Frostfang.

It still gives CDR, it just doesn't list it when you hover

Before anyone downvotes I'm pretty sure OP is talking about it on PBE.

Meddler already answered the question quickly enough, though.
