Does last season rank make it harder to climb?

I have a friend that was bronze 3 last season and he gains 17 loses 23. I also have a friend that was silver 3 this season and gains 30 and loses 10.

Note: both of them have the SAME MMR AND RANK.

If they are the same rank and gaining different amounts of LP, then they are not the same MMR. Keep in mind that third party estimates of mmr are only estimates, and only riot knows true mmrs, and it's ones MMR relative to their rank that determines LP gain. So if LP gains are different, and a third party is saying the MMRs are the same, thats proof that the third partys estimate is wrong.

Previous seasons final MMR has a pretty big impact on your starting MMR in the new season, so it'd be expected that the person who was previvously bronze would have a relatively low one, and that is consistent with the LP gains being shown there.

That said, if someone did drag their mmr up to the same level as another player at the same rank, then their past ranks wouldn't matter. It's just since MMRs are hidden it's hard to be sure that two people do have the same mmr.

Technically your rank doesn't matter at all, just your end of season mmr. So a weird bronze 5 with diamond 1 mmr type player (e.g. a smurf who dodged a lot) would have the same starting mmr as someone with diamond 1 mmr who actually ended diamond 1.

Your mmr is soft reset every season, but other than that only goes up when you win and only goes down when you lose.

Again though, it's only your current mmr that matters, not what you were previously, that only determines where your mmr happens to start the season. So if your MMR is approximately correct for your skill level, then you'll win ~50% of games, and your mmr will stay basically the same. If on the other hand your MMR is below your current skill level, you'll win >50% of your games, and your mmr will go up until you're at a point where you're winning around half your games.

So if you're a plat skill player who went full clown at the end of season so you're currently at a silver MMR, you'll end up with like a 70% winrate and have a plat mmr again in like 100 games (potentially more or less depending on your actual winrate). If you're a silver level player with a silver mmr, then your MMR (and hence LP gains/losses) probably wont change much even with 100+ games played. If you're a bronze level player with a silver MMR, your mmr will probably go down as you play more matches, and your LP gains/losses will be even worse since the system rates your skill level below your rank.

My understanding is that Riot uses a system for MMR which accounts for how many games you've played. The fewer games you've played, the faster your MMR will change if you go on a winning or losing streak.

So if you only fucked up your placements, you're only 10 matches in the hole - it won't matter much at all. If you goofed off for 2000 games in low bronze, you're probably never getting out as your MMR is set pretty hard in by that point. The soft reset will help alleviate it a bit, but at the end of the day you could go 10-0 in placements the next season and still get bronze 5.

MMR also reacts based on the quality of your opposition. So winning a bunch of games in low bronze won't suddenly improve your MMR when you've been there for 2000 games. It would slowly improve and you would need to keep winning consistently until you started getting matched with bronze 4 then 3 etc... and you could actually climb out of it.

Anyways, more likely it sounds like you just goofed for a few games. If you haven't played much, just take it seriously. Correct the direction and you'll make up for the mistake relatively quickly.

Sorry, I worded it incorrectly. One was bronze 3 last season and one was silver 3 last season.
