Cigars/ cigarettes are like banned in Korea or something like that and league is mainly played I'm Korea. I think that is why.

Some countries League is played in like Korea, and other Eastern countries, outlaw use of tobacco. Riot said they wanted the game to be the same across all fronts, so they removed the cigar to make that happen
