Balance by Nerfing OP Champions or Buffing UP Champions?

I know in general riot does a little of Both. but right now they are more on the "Nerfing OP champions" than buffing the UP. would you prefer them tilting more toward buffing the UP champions more often than nerfing the OP?

Most of the OP champions are OP because they outclass perfectly balanced champions.

Example: Orianna outclasses 90% of the immobile mages in the game because she has utility and doesn't lack damage, so there's no reason to pick a champion unless it has something Orianna can't do.

This does not mean champions like Ziggs, Lux, Brand, Anivia are bad or underpowered, there's just no reason to pick them over Orianna (unless of course you prefer to play them)

Buffing UP Champions is the right way to go majority of the time. If you nerf the OP champions ALL THE TIME, then another one will rise up that is the then "best" champion. If you buff UP champions, not only will the people who play those champions feel strong as well, most champions become viable as well.

Buffing the UP champions is generally more work than nerfing the OP champions. Not to mention a lot of the OP champions generally have something that easily pops out as too strong.

they don't buff the UP until they've been reworked
