because it's a bad skin and you should feel bad for buying it
They've already done a lot edits for this skin already and are unlikely to do any more. A toggle has to be built from the beginning.
Even the one part where he did it by mistake, wearing his hood in front of opponents while not in a backing animation, was removed from the opponent's POV and can only be seen by TD Ekko and his teammates. Part of it was the hop he does that makes game play clarity unclear because of the hopping and angles, but I'm sure the other part is that you can't see any of his signature hair that makes you glance down quickly at your opponent and go " Ah, that's X I know what they do". With the hood up he looks like Talon or someone else and might be another way that the skin is perceived to be 'pay 2 win'.
I like the hood too. But I know why they wouldn't/shouldn't/and won't do this.
