Talon Rework

Revert Talon rework. I want my old E back. I miss my original Q. The no counter play argument from the past is officially out the window considering Katarina still can jump at will, deal as much damage, and has an easy out. Bring back old Talon. End the oppression.

shameless plug, but check out this post. It compares old Talon and new Talon... all their skills, missile speed, range, and role potential on the rift. New Talon IMO is better top than mid.
