Low Play Rates and Diversity

One of the best parts about League is it's diversity. With 141 different champions there is a champion for everyone. However, some champions stand out and are way more popular ( , , ,, ) and a bunch of other champions. As much as I love that people are enjoying certain characters I feel as if some characters are just neglected both by Riot but also by the player base. ( , , ,, ) just to name a few. Im curious to hear ideas for making these champions more popular. As to the neglect from Riot I feel as if some of them are in need of work whether it's 's character model looking like Old Janna or the fact that has an ultimate that is completely useless sometimes due to Daisy teleporting or punching the ground or other bugs. I get that characters that more people play makes them more of a priority but at the same time is it fair to neglect that minority of players just because they don't see as much usage?
