Games starting with disconnected player. Pics. A new low for this game.

First off this isn't a name and shame, but pictures of a name are required for proof of a gamebreaking issue. This is on Riot's end and not the Vayne's.

First picture showing that the player has "left the room" with about 8 seconds left, by the time I screenshot it there is 2 seconds left. The game will start anyways. http://i.imgur.com/ql9HoMz.jpg

This second picture shows that obviously they didn't connect to the game so it wasn't just some string of spaghetti code in the champ select lobby. http://i.imgur.com/x8Q5HlU.jpg

They did reconnect a couple minutes in, but said they ended up with their support runes and masteries. When is anything going to be done about this? It's actually ruining games, rankings, enjoy-ability of the game.
