Honestly just nerf the damage conversion to 10% would be fine, but yeah it's unhealthy as fuck to have sustained true damage in the game

Make it grant 20% hybrid penetration.

Conqueror scales with the damage you do because it converts 20% of the damage done into true damage. So how did you come to the conclusion that Conqueror scales with enemy's resistances?
