Legitimate questions

So I'm an ADC main, not feeling the meta and AP Kai just seems boring after endlessly playing her. So I take my prowess top lane. Having just opened Soaring Sword Fiora, I decide to start playing her. After playing like 100~ games Ive come to realize that the current "bruiser meta" is total bullshit. I'm confused on this: 800g = 40 armor 1300g = 10 AD and 10% armor pen Garen base armor is 36 at level 1 Plus 40 and scaling from leveling at let's say level 4 (+12)-(+3/lvl) Totals out to 88 armor walking back to lane Let's say I manage my 1300g last whisperer By my math, I'm penetrating 8.8 armor so 9 Garen still has 79 armor In what world is that balanced? Negates most of my damage and rendered useless I'm tired of losing LP because tank items get tankier and stronger while raw damage and armor penetration keep getting nerfed. I'm just wondering when tanks are getting their nerf because this is utter bullshit and I'm astounded you guys think this shit is acceptable
