Make the Damage on Ekko's Ult Proximity Based
A healthy change doesn't necessarily mean his ult has to be gutted, but right now the base damage+1.3AP+huge damage radius+giant heal at no cost makes for a very annoying and frankly skilless "Oopsie" ability. If it's up, you can't chase him anywhere. Even in a lane it would be all but impossible to avoid to full brunt of his ult if you arent fast enough to get between him and his hologram and stay there, and even then you could still get hit.
If the damage must stay, give it a cost and disperse the damage based on proximity to his clone. Full damage right on the clone, minimal damage if you're barely in damage range. If you step right on top of the thing, you deserve to be punished for not respecting Ekko's kit, but if you're trying to avoid it and being careful about keeping your distance from it while trying to catch him, it should not hit you with up to 2k damage at the very edge of the radius. This way, a good Ekko can make actual interesting plays that reward forethought and accurate predictions, instead of any Ekko just going "oh look they're almost somewhat close to the clone, better ult because there's no reason not to"
Ideally the heal would have very low base values and the percent healing based on damage taken would go up to compensate and promote actual skirmishing (as Riot says he is meant to excel at) instead of an in-a-pinch heal. Save that use for Soraka's Wish. Of course, right now I'd be thrilled to just have some form of challenge involved with getting the most use out of his ult.
