Ralanr3 votesQ is a short pullback that only works if you keep it tethered. It's funny sometimes, but not great CC.
E being a mini knock up, I guess it's so small that I've never really noticed it.
His R can only target one person and he doesn't really have control of who that person is. Just whoever is closest to his landing point.
Plus his kit is encourages damaged over battlefield control.
He's a skirmisher.
