All champions and skins in practise mode and custom games

I was wondering why we can't play all the champions and use all the skins in custom mode and practise tool? I might understand custom mode but practise tool? It would have been really cool to test out new champions and skins before we buy them!

For practice tool, I'd like to see all the champs be available. Don't care much for skins being added/kept out, though.
