so I just bought ivern and I was thinking of a good build and came up with the new bond of stone(Stormborn pact) would apply on your e(the shield that slows) however when you e someone the slow is applied from the person you shielded. For example: I am chasing blitzcrank with a friendly Mordekaiser and I put my e onto the Mordekaiser and it slows the Blitzcrank it will not apply my Stormborn pact on the blitzcrank even tho it was my ability that slowed him. it will apply rylai's crystal scepter which will apply Stormborn but then you need to buy that I don't know if it is a bug or not because I feel like it should apply the slow from me so that Stormborn would work.

Sounds like a bug regarding how the new passive procs. On paper the keystone should give you the buff no matter the source of the cc. But it seems like once you shield someone, the source of the slow is lost.
