Why are we still at honor lv2. Is the honor level bugged are something. Should there be a honor lv bar?

no bar, and you will not level up quickly.

Getting honor 5 should take the course of a year, getting honor 3 in just a few weeks wouldn't make sense.

There is no bar because of toxicity. If there was a bar everyone would try and carry games to get honors to farm their honor levels.
