Um is it just me or is the ap items not really matched against ad items early game

For example katarina and zed against each other in lane and they were equal or near equal on everything at level 4. Zed would have so much damage just with the item Serrated Dirk and Kat can only get Seeker's Armguard, Zed would be much stronger like... kat or someone mid wouldn't even be able to counter zed with an ap item like.... what I'm trying to say is that i in my opinion there should be a better and stronger in a way item that isn't as weak as seeker's armguard like more ap
