Cursor and Targeting Upgrades

This game has been extremely successful and improved in so many ways yet one thing remains unchanged.

The ability to modify the targeting system would be a great addition. With almost all game play revolving around the player cursor there should be some amount of customization to it.

The linked picture is a targeting system that i would greatly enjoy.

The blue dot on the right side is the players cursor (modified in the options to something they want)

A way to customize the league of legends in game cursor.

Each champion skill should be toggle-able to constantly display it's area of effect/range. (even if the spell is not being used in any way!)

For example if Elise's human form E is toggled on, the direction of it will always point to the cursor and display the range as shown in the picture. (line to cursor is blue until the range of the ability stops where it will turn red. or specified color.)
