So many nonhuman bots in Twisted Treeline

I have played about 7 Twisted Treeline games today, in every game but one there was at least one nonhuman/bot player. This is making the game so bad. There have been games where my other two teammates were AI. I am not talking about Riot Bots here I am talking about some kids running some code thinking they are cool or something. Riot what can you do to fix this issue. If it happened once or twice I would understand, but every game I played today this is ridiculous. Can you ban the IP they are using or something? This has been completely ruining my game experience.
