Reporting needs better enforcement.

The title says it all. Players flaming, AFking, feeding (intentional), trolling(intentional or out of spite), or not getting a lane they want in ranked so they feed. I am tired of the threats, and I am tired of feeling like I lost the game at the character selection screen because players aren't getting banned. Riot really needs to get on that. This game is all about the competition, it isn't fair for me, who tries really hard to be a team player, losing 23 points because of 1 afk or 2 afk's. And I have had 2 afkers in 1 ranked game today and nothing is going to be done about it even after reporting them. Should I just quit the game then Riot? Please tell me something is being done about toxic and uncooperating players.
