Do VS. event emotes work with every champ or just with the skins?

I wanted to get the order icon and emote but I was wondering if I can use the emote with every champion or just with dawnbringer riven.

Every champ, they override mastery emotes, and can be fired off more frequently. Also, the emote portion of the icon is only usable until July 11th, 2017.
