Galio's W doesn't proc Windspeaker's Blessing

At the moment (Patch 5.23), Galio's Bulwark (W) is not proccing Windspeaker's Blessing.

Galio's Bulwark reads: "Galio shields an allied champion, increasing their Armor and Magic Resistance, and restoring Galio's Health each time that Champion suffers damage."

Windspeaker's Blessing reads: "Your shields and heals are 10% stronger. Additionally, your shields and heals on other allies increase their resistances by 15% for 3 seconds."

I know Galio's Bulwark isn't a traditional white health shield, but neither is Morgana's Black Shield and it procs Windspeaker's Blessing. The wording should be adjusted on Bulwark if Windspeaker's Blessing isn't meant to be procced because it is misleading.

Uhhh both Janna's & Morgana's shield can block Magic Damage, so I don't see why it wouldn't proc Windspeaker's Blessing.

As for Galio, his W typically works like a Braum's W, despite what the description says. Both only increases Armor & Mr which doesn't meet the criteria of Windspeaker's Blessing.

The mastery only works for shields that actually add to your HP bar, like Janna and Morgana's shield, or Sona's W aura shield. Galio's "shield" really is more like a buff to his ally with an effect to himself as well.

I can understand Braum's Unbreakable not being affected by Windspeaker's Blessing as it's directional and cannot be cast directly on an ally, but Galio's W actually show's a spherical representation of a shield around his target much like a Janna or Morg shield, so why shouldn't it get the 10% buff or the +Armor/+MR effect?

EDIT: Galio's W isn't affected by Ardent Censor either. As a support main, Galio support is a niche pick of mine (prior to new masteries) vs an AP Heavy team. I've used it in ranked as well (2-0 thus far I believe) and this really hinders the Galio's potential (I mean c'mon, he's not picked that much as it is already, I doubt giving him the Windspeaker's Blessing and Ardent Censor quality of life is going to break the game).
