I need someone's help I want to move over to the NA servers for the EUNE because, its full of toxic people who dont speak english and I cant take it anymore I get roughly 156 MS in average If i move over to the NA servers my ping is about 222 MS should i make the move over to the NA servers Thanks for the help (please give reason for answer)

Its not worth increasing your ping by over 50 just to avoid toxicity. You'll find it everywhere and there sure is plenty of it in NA. Also you would be in a gameplay disadvantage compared to people who get ping under 50. Wouldn't recommend switching.
No. But if its a stable 200 and it doesn't spike up, it should be plenty playable once you get used to it.
Ping is the time it takes for a message to go from your computer to the server and back again. The higher the number, the shower your actions will be and the more you'll find enemies moving/attacking in ways you can't counter.
I think the average ping in NA is less than 75 MS, probably closer to 50 MS. You'll constantly be feeling like you're lagging.
110-150 is normal for me. 200 ? nah. Bit too high
I went from euw to na, got a 150 ping extra and barely notice the difference. There will always be times when lag spikes screw you over.
I don't recommend it because there are toxic players in NA, too. LOL. And also, 200 ping is high. It'll impair your reaction time.

I play with 190-210 ping, theres a small delay at most a 1 second delay (might be my router/service provider since its somewhat rare) which is extremely painful and hard to play with but if you can master the short (.2-.4) second delay then you can still play competitively in NA servers and do well/carry/whatever.
You just have to be able to predict things and you will get good at it, the hardest part to predict is the cs during certain scenarios or when you've got a spike in lag.
In a game you usually want Low ms, as low as possible, at least anywhere below 100. As well you want High Frames per second (FPS). The higher the better. Minimum I'd say is 30 and above.
