Elo Decay Solo/Duo

So uhh i logged on and it gave me a message saying my elo with decay in 9 days if i dont play ranked, But i cant play solo/duo rank cause riot dosent have it up. So what im trying to say is... why am i getting elo decay if i cant even play the match cause you took it down :S
