I'd argue the whole jungle is much more snowbally.
If a jungler gets even a little ahead (a kill or two for example) their clearing ability improves so much that they get jungle gold faster and can gank even more often with even more gold.
In contrast, if a jungler falls even a little behind, e.g. gets invaded by a laner, gets counter ganked at a bad time, or especially dies, clearing the jungle on all but the strongest clearers is much harder and you soak so much money in to pots putting you farther behind, all the while being unable to gank due to low health from clears and being behind anyways - putting you farther and farther behind.
Also, if your lanes are all doing poorly most junglers can't do a thing, since they're giving up more jungle farm and pressure by covering a Lane due to the lack of a gold storing item.
