Remake issues

Hello everyone, I've just finished a ranked game, a 4 vs 5 from the very beggining, our jungler Fiddle was AFK and there was no remake option at 3:00. Can anyone tell me why? Maybe he was in game? Or did I miss something in the patch notes? Is the remake option avaible when he is disconnected, because in this case everyone can be a troll afk without any remake or any serious punishment.
