Shopping As Ekko: Too OP?

I find it amazing that every 55 seconds or so, Ekko can go to shop, spend 4 seconds buying what he needs (while healing and regenerating mana from homeguard boots), and ulti back to where he was... 4 seconds ago. I played him on the PBE and it felt like I never truly went back to base. I could be in the jungle or standing under my tower POOF 1..2..3..4 BAM I'm back baby and ready to go!! Am I the only one who finds this to be a little OP? I mean last I checked it cost no mana.

Oooooor run tele home guard summoner 6 on any boots run past enemy then surprise ult back to the enemy burst them down new burst Hecarim surprise special?

Though uh, I don't get Rammus there... unless he means his Q. Plus Shen needs someone to be there, but... eehhh.

i can imagine the drag or baron kills/steals with this one run past them doing the said objectives ult back kill everyone and whatever objectives in a matter of mere seconds then dash out into safety

That could be pretty nice.... But hey, what about Gragas or Vi or whatever who have like, 5-10 second dash cooldowns? Dash in, steal, survive for a bit, dash out. This would just be much more expensive and devastating.
