If you will nerf
please consider:
Q: AP Scaling from 80% to 70% (This should take out some of his excessive burst potential from Late game)
W: Base Damage from 12/14/16/18/20 to 5/10/15/20/25 and duration from 8/8/9/9/10 to 8/9/10/11/12 (This should make W more meaningful to level up)
E: Base Damage from 80/115/150/185/220 to 80/120/160/200/240 (This should move some power from Ult (Expect nerfs) to his E)
R: Beam Base Damage from 125/225/325 to 100/200/300 Beam AP Scaling from 110% to 60% Pool AP Scaling from 2.5% to 5% (This should make his burst less oppressive and make the Pool scaling more meaningful over the Beam Scaling)
Maybe you should remove some of the damage reduction from the passive, but i've not developed some option about that.
