Make it so that Akali doesn't get R2 if she doesn't hit R1

Make her R just go on cooldown if she doesn't hit an enemy. Decrease the width of R1 so she can't just clip an enemy and escape with R2. Give it a small windup similar to the length of Ezreal's blink.

It's good because it allows for skill expression for both Akali and the enemy player. It allows for her to have less of an oppressive engage range and gives the enemy more ways to counter Akali, they could flash away or zhonya. It punishes the Akali player for missing too. This would be a large change in higher elos because players there can better predict/react to when Akali is going to use R.

The only problem I see w/ this suggestion is how it benefits ranged enemies against Akali more than melee enemies, but currently the targeted R1 change on PBE makes her much more impactful top than mid so this change is a bit better, although not perfect.

I like the idea of the targeted R1, but I think it needs some tuning. Having it be targeted makes it impossible to use it as an escape, which is pretty much the point of their changes, but it also lowers her skill floor (and ceiling).

Bring back the micro stun on just the target (not anyone else in the line - possibly make it only damage the target as well for more power budget, or downgrade to a root/slow), and let her hold the button down to do a Warwick-esque dash through the target if she chooses, sliding past them and crossing her passive ring. Reduce the recast time to 1 second.

This version would keep it being an engage, but make it an even more potent engage, giving her the option to go deep and automatically proc her passive for a quick and dirty R1-aa-Q-aa-R2 combo.
