No, saving up for a 2 for 1 runepage deal is probably the best idea. Some players have 3 runepages just for 1 champion.

Depends on your playstyle, I don't wanna suggest Vel'Koz and you be a tank main (although there are alot of good tanks that are really cheap like Sion or Cho)
