Tanky mage veigar WITH 1.3kap TF??!?!?

So i just hoped on to a ranked game and played veigar mid with the new items.. so what happened? lets see we have 3k hp plus scaling oh ok what else? 1.3k ap to top it off that makes veigar a one shot tanky mage this was my following build ROA, Spell binder,Morelos,and rabadons essentially making veigar hard to kill while letting him deal about what i saw was 900ap+ per ability and god knows how much for his ult can someone tell me if this is ok or even remotely fine???
