State Of Lower Ranked Play and How Its Hurting League as a whole

I just wanted to get people talking about the state of Ranked play. If you haven't noticed lately, everyone and their mother has been playing league and this usually is expected with Worlds hype, playoffs coming to an end, end of season climbing, etc. With this there is obviously going to be smurfs playing peoples accounts and boosting them, more people playing troll picks, or "off-meta" picks. Either way I really think Riot needs to focus on reworking the ranked ladder from the ground up. With all the new implementations to grouping, solo, duo ques, etc. I really feel like this is the Single biggest problem in League right now. I am not trying to seem like a some kid who is bronze who's stuck and cant get out, even though that statement would be true about me. I honestly just play for fun most of the time and I feel like many people who love League feel the same way, they feel like they cant take league seriously anymore due to various reasons. I do keep up with the new updates coming (for example the new ranked queues) and I don't want anyone to get the wrong idea when I say some of these things because many people will try to stigmatize what I am saying for maybe not completely understanding the game or for other common sayings that higher elo players will give for lower elo players complaining about the game. Here's my thought though, I feel that the problem that many people are facing with ranked is that the game feels balanced and everything has seemingly been getting better throughout the past year, except for one thing and its the ranked ladder system. I understand Riot would probably have to invest nearly all of their effort to rework ranked completely, but at the end of the day I truly think that a rework of this nature, to balance out the ladder so that people cant take advantage of the ranked ladder, especially in lower elos like bronze and silver. You might say ok, well your just not climbing because you suck or this or that. But I guarantee if you ask any elo, do a survey in each of the ELOs, everyone does have the same general feeling that it is simply just broken and doesn't work the way we would all like it to. Another thing is that resetting everyone's rank every year really doesn't help in the big picture and that a rework of the ladder itself, whatever that means, would be extremely beneficial. Also I really think doing a another survey on whether the players want a world where ranked is separated into Solo/Duo/Group Ques. I highly doubt that the majority of people, if properly understood how the ladder works, would want a joined ranking system where people can group against other non grouped foes just because the matchmaking couldn't find a reasonable team of foes.
