A question about Hextech Crafting rerolls

Are the values of the skin shards you reroll matter in terms of what you'll get from the reroll?

Example: If I reroll 3 normal 520 RP skin shards, Can I get ANY skin, including a 3250 RP skin or a legacy skin (or even Hextech Annie)?

Post your experience from the system so far, I'm curious.

I'm almost certain whatever skin you get is always random.
