Was the Volibear nerf really called for?

Volibear is countered by CC and mobility pretty heavily already. His early game was one of his big strengths, and they should of only nerfed dmg to monsters instead of champions also early game, they said they wanted to just slow down his jungle clear, but now they nerf his dmg and attack speed which he needs to do dmg to Proc his W, RIP Voli Top.
