10/10 wins in provisional
if i start a fresh new account and win 10 out of 10 in provisional, what is the highest rank i would be placed. and would it differ between other players who won 10/10?

it depends on your mmr at the time iv seen people go 10/10 and get silver 5 or bronze 3 and iv seen people go 10/10 and get plat 1
Impossible to say as there are too many factors. Of the few people I have seen win 10/10 they have all placed in Silver 4 or lower. But on the other hand I have seen someone win 5/10 and place Gold 5.

The first time I played ranked I won 10 games and got silver 1
You would likely get placed in high silver or low gold.
If all games are played as a solo player you would place in Gold 1. If you party up, particularly with players ranked higher than silver when allowable, plat 5 is the max placement. I will mention, however, that I have never confirmed that latter personally. Only the former.
Most likely gold 1, but if the matchmaking gods are in your favour it's possible to get plat 5 if you happened to be queued against higher than average mmr people (eg during a slow period of the day so matchmaking stretched slightly further in allowed mmr differentials). In a similar capacity, one could get matched against lower than expected average mmr group, and get lower than gold 1.
Finagling with premades can also throw a spanner into the average mmrs involved in your 10 games to get different results too.
