The reason why a lot of seemingly simple balance changes don't get made.

It's because a lot of the unhealthy mechanics are all tied together in a tangled knot. If you were to get rid of one, you would end up finding a whole new problem, and because riot only makes a move on the knot once every two weeks, either they would need to fix the whole mess in one patch or they would need to essentially render the game unplayable until they solve the whole issue, which could take longer than a full patch with all of the misc things that can only exist in an inherently unfair environment.

So riot has chosen to just ignore the problems entirely, atleast for the time being.

Death's dance has needed nerfs for 3 patches now, and tanks need buffs or mages and ADCs need nerfs. Right now tanks have had a ton of defensive power taken from them while ADCs and ad champions have had a ton of defensive power put into offensive items. It's an entirely unfair situation. Not to mention, mages have become too good at killing tanks because of the tank item nerfs, and Void staff still gives 35% magic pen

It's a cyclical problem.

Marksman are getting too defensive, so burst characters are getting more damage to compensate, withe the extra burst flying around the cc tanks bring is becoming more valuable, with cc locking to death being more prevelant, marksman need better defenses to help them survive it.

If you change out one kog at a time you end up making the problem worse.

And of course its definantly more problamatic than this. they've been letting the game fall into this state for a long time, there are years and years of muck and nonsense to fix and rebalance.
