Toxic players in rankd

If I were to purpose a solution to the Toxic player problem it would be with the new Honor system. People now receive different levels on honor based on how often you get honored and lose honor based on being reported. If it were up to me I would put a system in place that would group people of similar MMR and Honor or "Honored". So if someone is Honor 4 and was just honored then they would be grouped with other H4/5 who have also been consistently honored while if you are someone who get reported frequently (especially when you folks at riot deem it a just report) you will get grouped with people who have low honor and frequently get reported. That way people who play the game and have a good attitude should start seeing themselves group with others of the same mind set.'
