What is the purpose of a jngler?
Because i got told in the game that jngler doesn't have to gank anyone or take dragons/baron/rift herald.

Gold/Experience allocation. The role of the jungler is simply to farm the jungle.
farm jungle , watch for being invaded like aliens , gank all 3 lanes dont die during the gank and push towers along with your mates
You have to help your teammates win lanes by ganking the enemies. Also you should always keep an eye in objectives and try to solo kill them or make a favorable situation for your team to get them (ganking bot -> then doing dragon). And you should try to keep your exp level similar to the rest of your team.
I don't understand the question, unless it's just complaining about one troll's "opinion" in a game.
The jungler makes use of the resources in the jungle, forces mismatches in lane, and secures neutral objectives. It's very important.
To put it briefly, objective control and cross map pressure, due to being in jungle and having smite they already dictate jungle objectives, but due to the nature of the spread out jungle, they are in a unique position to apply pressure anywhere on the map at semi rAndom intervals.
