So you've had a long issue with Tanks being a major problem. You decide to fix it with more armor penetration in items. Lethality for the small cases of early game pressure, but as you know Lethality steamrolled out of control so you had to tweak it just a bit.
Now that the Armor penetration items that used to have 45% bonus armor penetration, it now back to 35% with the completed item of Last Whisper receiving a nerf to its armor penetration.
Black Cleaver I enjoy that nerf. If you paired Black cleaver with LW you got a lot of armor penetration. But honestly you should have kept the armor penetration % items the same as they were. There was nothing wrong with them. For them to make tanks have more power than they should you are breaking your own game with this mistake. Tanks are a problem. Always has been a problem with them having no damage items and still being able to 100% your ADC, Mage or even jungler in some cases.
This is beyond ridiculous how you nerf the very few ways to handle tanks. Sure that 10% armor penetration on Last whisper nerf is there. But 10% damage can make the difference between winning a team fight, surviving a 1v1 scenario or hell even just those random brawls. That nerf onto Last whisper is going to make tanks not as overpowered as I may say. But they are going to be a major problem now.
I get that this is a tank update for.... well tanks. But you can't make an update to few champions with insanely hard CC and make it near impossible to kill them if they get some sort of lead. Hell you can still not do well in lane, as long as you build defensive you'll win in the long run.
I must say I am very disappointed in that Armor penetration nerf.
[EDIT]: TL;DR Black Cleaver is fine with that nerf. the Last Whisper and items that build from that did not deserve the nerf that they did. ALSO I did not mean to say that the % armor penetration items including Black cleaver to be in the mix of perfectly fine. That items could use less HP imho. But hey who's ready for more Ninja tabi builds.
