Queue Times Out Of Control

My queue times have been lasting 10-20 minutes and I am not getting my priorities. However when I finally get into a queue I will be with someone that had my secondary as their priority and my priority as their secondary. Yet we both get the ones we do not want. Anyone else having these issues?

Based on my matches: Mid and top have the longest queue times, which is usually 8-12 minutes. But sometimes the system goes crazy. Picking Jungle or ADC seems to reduce the queue time to about 3 minutes average.
