Allow Swain to ping his passive.

A passive that's as strong as this should definitely be pingable, I've had many times where me and my teammate were chasing an enemy that we could kill with my passive but the teammate didn't know the CD.

EDIT - Other passives are pingable like Zac and Aatrox. Swain's passive is basically an ability, it should be able to be pinged.
